Executive Summary

Good governance in tender handling is essential for ensuring fairness, transparency, accountability, and efficiency throughout the tendering process. Proper governance helps to build trust among stakeholders when good governance ensures that the entire tendering process is transparent, with all steps, criteria, and decisions are opened to scrutiny. Stakeholders need to be assured of our effort to reduces the potential for corruption, favouritism and unethical practices. Transparency builds confidence among all stakeholders. No one should be left unfairly excluded or favoured. Proper documentation of decisions and actions taken during the tendering process helps ensure that all parties understand the rationale behind awarding the contract. With good governance, all decisions made throughout the tender process are documented, and individuals involved in decision-making are accountable for their actions. Clear delineation of roles and responsibilities of person handling the tendering process helps ensure that actions are carried out in line with policies and objectives. Any dispute or issue arises, solutions and decisions can be tracked, analyzed, and justified so that it can prevent potential legal or contractual issues.

Promoting fairness and good governance during tender negotiations is crucial to ensure that the process remains transparent, unbiased, and efficient. It helps build trust among all parties involved, ensures compliance with regulations, and results in the best outcomes for the project. Negotiation with bidders through transparent and consistent Evaluation Criteria for evaluating bids are important as to make the process clearly defined and must be publicly communicated before the submission deadline.
